Did you kill the first chapter boss and got access to the next area before finishing the qiuest? If so, try loading an eariler safe or youre outta luck. There are several parts in the game that lock you out of unfinished sidequests if you progress into the next chapter

Yes, I defeated the first boss and progressed quite far into the game. I wanted to go back and upgrade my character, but I needed the bow. I looked up the quest and followed all the required steps, but nothing works. The NPC simply won't respond to me.
