Hollow Knight: Silksong: Where is shakra at the end of act 3?

Short answer

No confirmed fix yet. Players suggest: Have you tried striking her ring in Bellhart?

The problem

I only need the compass to get 100%, but shakra is no longer outside bellhart, does anyone know where she could be?
